Bobby Sheng, Chairman of Bora Group and CEO of Bora Pharmaceuticals, founded Bora Pharmaceuticals in 2007 with the vision of building a world-class CDMO. Drawing on over 25 years of expertise in the biotech and healthcare industry, he has led Bora to become Taiwan’s top CDMO by manufacturing capacity, exporting products to more than 100 countries.

Under Bobby’s leadership, Bora leverages a unique dual-engine business model, combining CDMO capabilities with drug development and commercialization to streamline product development, accelerate time-to-market, and scale manufacturing for pharma and biotech partners worldwide. Through strategic acquisitions in Taiwan, Canada, and the U.S., he has positioned Bora as a global leader in both small- and large-molecule CDMO services.

Bobby’s dedication to innovation, quality, and community impact has earned him several accolades, including CEO of the Year at the CPHI Awards and recognition from Taiwan’s President. He holds a bachelor’s degree in economics from the University of California, Berkeley.

Dr. Simon Chen joined the Bora Group in 2013 and currently serves as Vice President of Business Development, responsible for driving the Group’s strategic initiatives and business expansion. Dr. Chen holds a Ph.D. in Pharmacy from Taipei Medical University and brings over 25 years of extensive experience in both technical and commercial development within the pharmaceutical and biotech industries. 

Prior to joining Bora, he served as Head of Business Development at Hoan Pharma, specializing in licensing partnerships and product portfolio strategies. His earlier roles at UBI Asia, Synpac Kingdom Pharmaceutical and the Development Center for Biotechnology gave him in-depth exposure to the full product lifecycle from early-stage R&D to commercialization. 

Dr. Chen’s cross-functional expertise in science and business enables him to bridge innovation and market needs, leading Bora’s efforts to diversify its product pipeline and deepen international collaborations.

Alice joined Bora Group in 2013 and currently serves as Vice President of Finance & Administration, overseeing corporate finance, accounting, internal controls, taxation, and administrative management. With over 25 years of professional experience across accounting firms, tech companies, and publicly listed enterprises, Alice brings strong expertise in financial planning, corporate governance, and cross-functional coordination. 

Before joining Bora, Alice served as Associate Vice President of Finance at Thecus Technology Corp., where she led financial strategy and capital management for nearly a decade. Her earlier roles include leadership positions at ALi Corporation and Touche Ross, where she built a solid foundation in accounting and audit practices. 

Alice holds a Master’s degree in Management from Aalto University in Finland. She has played a critical role in supporting Bora’s growth and international expansion by establishing robust financial systems and risk management frameworks. Her leadership continues to be a cornerstone of the company’s long-term success.

Frank brings over 25 years of experience in information technology and digital transformation. He currently serves as Vice President of Information Management at Bora Group, having joined the company in October 2022. In this role, he leads the Group’s global IT strategy and infrastructure development. 

He holds an MBA from the University of Iowa and previously served as Head of Digital Infrastructure at TPV Tech and Head of IT for the Asia Pacific region at ASML Taiwan. He also held senior IT leadership positions at several multinational technology companies, including Broadcom, Network Equipment Technologies, and Brio Technology. With extensive experience managing large IT teams and complex system integration projects across the Asia-Pacific region, Frank brings deep expertise in cybersecurity, global infrastructure optimization, and operational efficiency. 

As Bora continues to expand globally and pursue integration through M&A, Frank is focused on building a resilient and efficient digital operations environment to support the Group’s long-term growth and innovation. 

In his role as Vice President of Corporate Development, Jason leads Bora’s global M&A strategy, driving acquisitions, business assessments, and post-merger integrations across both our CDMO and pharma sales businesses, with a primary focus on North America. He plays a key role in shaping Bora’s growth trajectory.

Jason brings nearly 30 years of expertise in mergers and acquisitions, capital raising, and business origination within the healthcare investment banking sector. Throughout his career, he has held senior leadership roles at Morgan Stanley, UBS, and Citi, working across both Europe and the United States. 

Prior to joining Bora, as Managing Director at Results Healthcare, Jason played a pivotal role in advising GSK on the sale of its Mississauga facility to Bora, demonstrating his deep industry knowledge and ability to drive strategic transactions.  

Jason holds an MBA from the University of Chicago in Finance and Accounting.

Stefan brings over 20 years of global HR leadership in complex, fast-growing organizations. His career spans across leading biopharmaceutical and life sciences companies including Lonza, Thermo Fisher Scientific, Vertex Pharmaceuticals, and Premier Research, where he led the design and implementation of scalable HR strategies, talent roadmaps, and high-performance organizational frameworks. He is passionate about building inclusive, engaging workplaces that support both innovation and individual development. 

At Bora, Stefan is driving efforts to align our people strategy with our ambitious business goals, championing initiatives in employee engagement, leadership development, and organizational growth. A Swiss national, Stefan has lived and worked in over 11 countries and regions. 

Stefan holds a degree in Business and Administration, specializing in Human Resources, from the University of Applied Sciences HTW Chur.

Goff Baker, Vice President of Quality at Bora Pharmaceuticals, brings over 20 years of experience in pharmaceutical quality and compliance. With a strong background in quality systems, strategy, and operational excellence, he plays a pivotal role in ensuring Bora’s global manufacturing network meets the highest standards.

Before joining Bora, Goff held leadership positions at several prominent pharmaceutical companies, where he led initiatives in quality assurance, compliance, and operational improvements. His expertise encompasses remediation, strategic planning, and the implementation of robust quality systems across diverse manufacturing environments.

He holds a BS in Chemistry from Georgetown University and continues to leverage his extensive experience to drive quality and compliance initiatives at Bora Pharmaceuticals.

J.D. Mowery brings nearly 25 years of leadership experience in the CDMO and biopharmaceutical industries, with a strong track record of driving innovation, growth, and operational excellence. Before joining Bora, he served as CEO of KBI Biopharma and Selexis SA, where he successfully led global CDMO operations across multiple continents.
His expertise spans end-to-end pharmaceutical operations, including manufacturing, tech transfer, facility construction, business development, and sales and marketing. Throughout his career, J.D. has contributed to the success of some of the industry’s most respected companies, including Genentech, Celgene, Juno Therapeutics, Treadwell Therapeutics, and leading CDMOs such as Lonza and AGC Biologics.

J.D. holds an MBA from Marylhurst University.

Jim Maahs, Senior Vice President and Head of Commercial at Upsher-Smith Laboratories, brings over two decades of expertise in pharmaceutical sales, marketing, and strategic leadership. Since joining Upsher-Smith in 2002, he has held key roles, including Group Product Manager, National Sales Manager, and Director of Marketing where he developed and executed go-to-market strategies that drove sustained revenue growth.

In his current role, Jim oversees the company’s entire commercial organization, guiding cross-functional teams in product launches, market expansion, and customer engagement.

He holds an MBA in Healthcare Management from the University of St. Thomas – Opus College of Business and a Bachelor’s degree in General Business from Iowa State University’s Ivy College of Business.

Nick brings over a decade of experience in business development and operational management within the biopharmaceutical industry. He specializes in corporate strategic planning and commercial development, with a strong focus on leveraging resource integration and strategic execution to support R&D and product commercialization. His expertise lies in building competitive pharma portfolios through a dual approach of internal innovation and external partnerships. 

As General Manager of TWi Pharmaceuticals under the Bora Group, Mr. Liu has successfully translated years of portfolio strategy into tangible commercial growth. He holds a Master’s degree in International Business from the University of Washington and has previously held roles at J.P. Morgan Asset Management, Delightful Cheers invesmtent, and Noratech Pharmaceuticals. 

Debbie Chang currently serves as Vice President of Quality Operations and brings over 30 years of quality management experience in multinational pharmaceutical companies. She has held key positions at leading global pharma such as Eli Lilly, Wyeth, and Johnson & Johnson. In 2010, she joined Impax where she oversaw both Quality Assurance and Quality Control
functions. She holds a degree in Pharmacy from Taipei Medical College.

Chris Jorgensen brings extensive global experience in operational excellence and lean transformation to his role as Vice President of Lean Management at Bora. With a career spanning several decades, Chris has led enterprise-wide lean initiatives across some of the world’s most respected companies. 

He most recently made significant impact at Thermo Fisher Scientific, where he played a key role in the global expansion of Patheon, the world’s largest CDMO, implementing lean strategies to drive performance and scalability across international operations. Prior to that, Chris held senior leadership positions at Siemens, GE, and Boeing, where he built deep expertise in process optimization, continuous improvement, and large-scale organizational efficiency. His cross-industry background gives him a unique perspective on systems thinking and sustainable performance enhancement. 

Chris graduated from Pacific Lutheran University, School of Business. 

Tom brings over 30 years of leadership experience in pharmaceutical manufacturing and operations. He holds a degree in Industrial and Systems Engineering from Chung Yuan Christian University.
Tom spent two decades at Pfizer Hsinchu Plant, where he served as Site Head, leading manufacturing operations with a strong focus on quality and regulatory compliance. In 2012, he became the General Manager of Impax Laboratories in Taiwan, overseeing end-to-end management of business and operations.
Since joining Bora Pharmaceuticals in 2023 through an acquisition, Tom has leveraged his deep industry knowledge and operational expertise to support the group’s expansion and integration initiatives. With hands-on experience across multi-plants leadership and executive management, Tom plays a key role in driving manufacturing excellence and aligning Bora’s production capabilities with its global growth strategy.

With nearly three decades of pharmaceutical experience, John brings deep operational and technical expertise to Bora. He began his career in GlaxoSmithKline and joined the Mississauga facility in 2011, where his cross-functional background from quality and production to site leadership has been instrumental in shaping site operations. 

John has led the Mississauga site through a transformative phase. Under his leadership, the site transitioned seamlessly from GSK to Bora, successfully integrating people, systems, and operations while ensuring global supply continuity. He also played a key role in supporting the Upsher-Smith site integration, strengthening Bora’s North American footprint. 

John holds an MSc in Organic Chemistry from the Victoria University of Manchester, UK, and is certified in Lean and Six Sigma.
